Presidents Messages


Sergeant Jim Preston retired in September of 2003 after serving 30 years with the Tampa Police Department. In 1974, Jim was assigned to Uniform Patrol District Two after the Police Academy. Jim became a Field Instructor after two years, training new officers in the field. A transfer to the Tactical Division, Selective Enforcement Bureau followed, working plainclothes and special events for four years. Officer Preston became Detective Preston working on the Robbery Squad for five years. After being promoted to Sergeant, Jim became a supervisor in Uniform Patrol District One, supervised a Weapons and Narcotic Task Force and returned to the Tactical Division, Selective Enforcement Bureau as a supervisor. Sergeant Preston worked again as a patrol supervisor in District One. He volunteered for assignment to the Special Operations Division, Street Anti-Crime Squad, given the responsibility for the Ybor City Entertainment Zone and Street Crimes issues city-wide during the two years prior to his retirement. The 22 officers on the squad received a Unit Meritorious Service Award during the first year and Sergeant Preston received official recognition as the Tampa Police Department “Officer of the Year” for 2002 for his leadership abilities, enthusiasm, dedication to the job and the impressive productivity of the squad.

Sergeant Preston developed and maintained a keen administrative interest in planning and coordinating security for special events. He planned security for hundreds of events and worked on all 3 Super Bowls in Tampa. Jim started his own successful security consulting company in 1994 with retired Captain Robert Seal, Commercial Event and Security Consultants, Inc. which continues with success.

Jim received his Associates Degree in Police Administration from Hillsborough Community College and graduated Summa Cum Laude from Saint Leo University with a bachelor degree in Criminology.

Jim currently serves on the Executive Board of the Fraternal Order of Police Florida State Lodge as President, and Fraternal Order of Police District Three Lodges currently as the Treasurer and is a past president of Tampa Police Lodge #27. He is a working member of the F.O.P., serving on the Board of Directors at the local, district and state levels for over 30 years, as well as on the state committee responsible for the design and construction of the Florida State Lodge Memorial in Tallahassee, earning recognition as State FOP “Member of the Year” in 1985. He served as a representative from the National FOP committee for the design and construction of the National Police Memorial Monument in Washington, D.C. As District 3 Director, Jim established the District 3 Scholarship Fund which has presented over $92,000 in scholarship funds to the children of FOP members in District 3 since 1985. The District 3 Survivor Benefit Fund was also established to provide assistance to the immediate families of those officers lost in the line of duty.

Prior to his law enforcement career, Jim served in the U.S. Navy aboard the nuclear ballistic-missile submarine USS Woodrow Wilson. He just celebrated his 37th wedding anniversary to his wife Sarah. They have two children and 5 grandchildren. Jim’s son, Derrick is a Sergeant with the Manatee County Sheriff’s Office, daughter-in-law Christy is a deputy at Manatee and his son-in-law Scott is a K-9 officer with the Tampa Police Department.
